THAT the July 2, 2026 Agenda be approved.

THAT Council receives the Consent Agenda items 6.1 to 6.20, and approves the June 18th, 2026 Council Minutes.

THAT Council accepts the Report of the Integrity Commissioner respecting the Code of Conduct Complaints 2026 -01, -02 and -03.

THAT Council adopts the recommendations of the Integrity Commissioner as set out in the Report whereby: a) Council formally denounces the actions of Councillor Ehgoetz that have contravened the Code of Conduct; b) Council imposes a penalty to suspend Councillor Ehgoetz’s remuneration for a total period of twenty (20) days.

THAT, as a remedial measure, Council requests that Councillor Ehgoetz immediately removes the posts from the Facebook page that are referenced at Paragraphs 12(a) and (b) of the Integrity Commissioner’s Report.

Page 2 of 6 THAT Council receives the “Application for Vacant Land Condominium and Condominium Exemption - Khanylemika Inc. (Listowel Gardens) (NP 26-01)” report; and THAT Council approves the application for the Vacant Land Condominium and Exempt from Conditions of the Vacant Land Condominium submitted by Robson Carpenter on behalf of Khanylemika Inc. for lands described as Part Lot 30 Concession 1, Parts 1-6 on Reference Plan 44R6334, Elma Ward, in the Municipality of North Perth.

THAT Council receives the “Tender Results 2026-033-03 for the Supply of a Wheel-Loader by Lease or Outright Purchase” report.

THAT Council award tender 2026-033-03 to Toromont Industries Ltd. for the 5-year lease of a 2026 Caterpillar 926 Aggregate Handler valued at $241,500.00 (excluding HST); and THAT Council authorize the Warden and Clerk to execute the 5-year lease agreement between the Corporation of the County of Perth and Toromont Industries Ltd.

THAT Council receives the “Janitorial Services” report.

THAT Council directs staff to recruit two janitorial staff and take the necessary steps to bring janitorial services in-house.

THAT Council receives the “Tender Results - Perth Road 139 Line 2 Culvert Repairs” report.

THAT Council awards Tender 2026-031-04 to Wellington Construction Contractors Inc.; and THAT Council authorizes the Warden and Clerk to execute the agreement between The Corporation of The County of Perth and Wellington Construction Contractors Inc.

THAT By-law 4077-2026, being a by-law to authorize the entering into and execution of an agreement between the Corporation of the County of Perth and Toromont Industries Ltd. be read a first, second and third time; and finally passed this 2nd day of July, 2026.

THAT By-law 4078-2026, being a by-law to authorize the entering into and execution of an agreement between the Corporation of the County of Perth and Wellington Construction Contractors Inc. be read a first, second and third time, and finally passed this 2nd day of July, 2026.

THAT Staff be directed to send a letter to the Law Society of Ontario requesting that its members be reminded to exercise appropriate due diligence when transferring agricultural parcels, specifically to avoid inadvertently merging properties under identical ownership.

THAT Council move into Closed Session at approximately 10:09 a.m. in accordance with Section 239 of the Municipal Act S.O. 2001, c. 25 (as amended) to consider:  A matter pertaining to legal advice/potential litigation (Planning)  A matter pertaining to municipal property (Public Works)

THAT By-law 4079-2026, being a By-law to confirm the proceedings of Council of the Corporation of the County of Perth at its regular meeting held July 2, 2026 is read a first, second and third time; and finally passed July 2, 2026.
