THAT Council receives the Consent Agenda items 6.1 to 6.7, 6.9, and 6.10, and approves the February 16, 2023 Council Minutes.

THAT Council directs staff to send a letter of support regarding School Board Election costs.

MOTION TO RECESS REGULAR COUNCIL THAT Regular Council recess for the purpose of holding the Planning Public Meeting at approximately 9:06 a.m.

THAT Regular Council reconvene at approximately 9:18 a.m.

THAT Council receives the "Stratford Social Services Housing Program" presentation for information.

THAT Council directs staff to work with Peter Bolland to produce letters of support regarding the regulation of long-term care staffing agencies and to review the minimum staffing ratios to be sent to the Minister of Long-Term Care of Ontario.

THAT Council receives the "Spruce Lodge" presentation for information.

THAT Council receives the “Perth County Official Plan Amendment No. 211 - Reed" report for lands described as Part Lots 12 & 13, Concession West Mitchell Road as RP 44R-3428, Part 1, Fullarton Ward, Municipality of West Perth; and THAT Council APPROVE the Official Plan Amendment 211 to the County of Perth Official Plan. THAT Council receives the “January 2023 Forestry Inspector's Report” for information.

THAT Council receives the "Collections Policy Report from Stratford- Perth Archives for MSSC Meeting of March 16, 2023"; and THAT Council approve the report for submission to the MSSC Meeting of March 16, 2023

THAT Council receives the “POA Court Services Report for MSSC and Operational Update” report for information and approval for the Municipal Shared Services Committee Meeting of March 16, 2023.

THAT Council receives the “O. Reg. 284/09 Impact for 2023” report; and THAT Council approves the report for expenses excluded from the 2023 budget as a requirement of Ontario Regulation 284/09 passed under the Municipal Act, 2001.

THAT Council receives the “RFP Results - Project Management Services for 5 Huron Reno & Connecting Link Project” report; and THAT Council awards the contract for Project Management Services for the 5 Huron Reno & Connecting Link project to Artas Engineering & Design; and THAT Council directs the Warden and Clerk to execute the agreement between the Corporation of the County of Perth and Artas Engineering & Design.

THAT Council receives the “Paramedic Services MSSC Report March 16, 2023” report and; THAT Council approve the "Paramedic Services MSSC Report March 16, 2023" to be presented at MSSC during the March 16th meeting.

THAT Council receives the “Mobile Integrated Health Program Expansion Through the Municipal Shared Service Partnership With Stratford Social Services” report and; THAT Council directs staff to enter into an agreement with Stratford Social Services to provide a full-time Intensive Case Manager for a pilot period of up to 18 months, funded by Mobile Integrated Health (MIH) provincial funding.

THAT By-law 3916-2023 be read a first, second and third time; and finally passed this 2nd day of March 2023.

THAT Council receives the Perth Federation of Agriculture Spring Forum invitation for information.
