THAT the September 1, 2022 Agenda be approved as amended.

THAT Council receives the Consent Agenda items 5.1 to 5.8, and approves the August 4, 2022 Council Minutes and the August 18, 2022 Special Council Minutes.

THAT Regular Council recess for the purpose of holding the Planning Public Meeting at approximately 9:04 a.m.

THAT Regular Council reconvene at approximately 9:28 a.m.

THAT Perth County Council receives the report titled “County of Perth IT and GIS Strategic Plan Report”; and THAT Perth County Council approve in principle the IT and GIS Strategic Plan as contained in Attachment No.1 – IT and GIS Strategic Plan;

THAT Council receives the “July 2022 Forestry Inspector's Report” for information.

THAT Council receives the “Ash Tree Diameter Limit Amendment Update”; and THAT Council approves a diameter limit of 5 cm (2 inches) and a circumference limit of 15 cm (6 inches) for ash tree species listed under "Schedule A" of By-law No. 3836-2021.

THAT Perth County Council receives the “Restricted Acts After Nomination Day Update” report for information.

THAT Council confirm that the inaugural meeting be held December 1, 2022.

THAT Perth County Council receives the “Legal / Corporate Services July 2022 Update” report.

THAT Perth County Council receives the “Activities Report from Stratford- Perth Archives for MSSC” and THAT Council approve the report for submission to the MSSC Meeting of September 15, 2022

THAT County Council receives the “POA Court Services Report for MSSC and Operational Update” report, and THAT Perth County Council approve the “POA Court Services Report for MSSC and Operational Update” report for submission to the September 15, 2022 meeting of the Municipal Shared Services Committee.

THAT County Council receives the “2022 Q2 Operating and Capital budget Mid -Year Financials” report.

THAT County Council receives the “2021 Financial Results and Year End Transfers” report; and THAT County Council approves effective December 31, 2021 the following reserve transfers: 1. $62,008 transfer to the Levy Stabilization Reserve 2. $14,828 transfer to the Paramedic Services WSIB Reserve

THAT County Council receives the “2022 Draft Asset Management Plan Update” report.

THAT Perth County Council receives the “Municipal Shared Services Committee – Perth Paramedic Services September 2022” report and; THAT Perth County Council approve the "Municipal Shared Services Committee – Perth Paramedic Services September 2022" report for submission to the September 15, 2022 meeting of the Municipal Shared Services Committee.

THAT Perth County Council receives the “Janitorial Services Contract Extension” report; and THAT Perth County Council approves the two-year extension of the Janitorial Services contract to GDI Integrated Facility Services.; and THAT Perth County Council authorize the Warden and Clerk to execute the contract extension agreement between the County of Perth and GDI Integrated Facility Services.

THAT County Council receives the “Roads Division Update” report.

THAT County Council receives the “Facilities Project Update” report.

THAT By-law 3892-2022 be read a first, second and third time; and finally passed this 1st day of September 2022.

THAT Perth County Council move into Closed Session at approximately 11:32 a.m. in accordance with Section 239 of the Municipal Act S.O. 2001, c. 25 (as amended) to consider: • A matter pertaining to legal advice/litigation (Public Works) • A matter pertaining to identifiable individual (Verbal)

THAT By-law 3893-2022, being a By-law to confirm the proceedings of Council of the Corporation of the County of Perth at its regular meeting held September 1, 2022 is read a first, second and third time; and finally passed September 1, 2022.

THAT the Council meeting be adjourned at approximately 11:48 a.m.
