THAT the October 7, 2021 Agenda be approved.

THAT Council receives the Consent Agenda items 5.1 to 5.19, and approves the September 2, 2021 Council Minutes.

MOTION TO RECESS REGULAR COUNCIL THAT Regular Council recess for the purpose of holding the Planning Public Meeting at approximately 9:04 a.m.

THAT Regular Council reconvene at approximately 9:21 a.m.

THAT Perth County Council receives the presentation from the Huron Perth Ag Science Centre Steering Committee; and THAT Perth County support the Huron Perth Ag Science Centre through collaboration with the Economic Development/Tourism department. Page 2 of 8

THAT County Council receive the presentation "SWIFT Monthly Project Update - August 2021".

THAT Perth County Council receives the report entitled “Application for County Official Plan Amendment # 200 by Lucas, Lauren and Robbin Lovell" dated October 7th 2021 affecting lands described as Lot 15, Reg. Plan 565, Elma Ward, Municipality of North Perth (168 Fisher Avenue, Atwood), prepared by the Planner for information; and THAT the County of Perth Council APPROVE Official Plan Amendment #200 by Lucas, Lauren and Robbin Lovell affecting lands described as Lot 15, Reg. Plan 565, Elma Ward, Municipality of North Perth (168 Fisher Avenue, Atwood).

THAT Perth County Council receives the “County of Perth Official Plan - Section 6.3A - Second Dwelling Units - Update” report prepared by the Planner for Information, and Page 3 of 8 THAT Perth County Council direct Planning Staff to initiate an Amendment to the County of Perth Official Plan to remove the 5-year age requirement of an accessory building containing a second dwelling unit from Section 6.3A of the County Official Plan.

THAT Perth County Council receives the “Request for Extension of Draft Plan Approval for the Lunor Subdivision, File No. NP 04-01” Report; and THAT Perth County Council APPROVE a 12-month extension of Draft Plan approval for the Lunor Subdivision, File No. NP 04-01 Part of Lots 41 and 42, Concession 1, Elma Ward (810 Tremaine Avenue, Listowel, Municipality of North Perth); and that in doing so the Draft Plan approval for this development will lapse on October 20, 2022; and THAT the range of dwellings be from 240-248 units added as a condition.

THAT Perth County Council approve allocation of $6,800.00 from the Archives General Reserve for an unbudgeted expense in 2021 to replace plants in the garden next to Highway 8 at the north end of the Stratford- Perth Archives site.

THAT Perth County Council receives the “2022 County Council Meeting Schedule” report; and THAT Council approves the 2022 Council meeting schedule as presented.

THAT Perth County Council receives the “2022 CPI Increase” report; and THAT County Council approves a rate of 1.46% as an increase to the County non-union salary grid and remuneration for members of council and committees, effective January 1, 2022.

THAT Perth County Council receives the “Q2 Operating and Capital Variance Mid Year Financials” report.

THAT Perth County Council receives the “Coronation Royal Oak Tree - Perth County Courthouse” report.

THAT Perth County Council receives the “Pre-Budget Approval – Tri-Axle Plow Truck Replacement” report for information; and THAT Perth County Council authorize pre-budget approval to initiate the procurement process for replacement of V1008 cab and chassis; and THAT Perth County Council authorize pre-budget approval to initiate the procurement process for the replacement of V1008 plow equipment through a sole-source purchase from Viking Cives Ltd.

THAT Perth County Council receives the “Roadside Weed Management Contract” report.

THAT Perth County Council move into Closed Session at approximately 11:01 a.m. in accordance with Section 239 of the Municipal Act S.O. 2001, c. 25 (as amended) to consider: • A matter pertaining to information explicitly supplied in confidence to the municipality (POA) • A matter pertaining to labour relations (HR) • A matter pertaining to security of municipal property/negotiations (Fire Radio • A matter pertaining to legal advice/potential litigation (Public Works Roads) • A matter pertaining to legal advice/negotiations (Integrity Commissioner)

THAT the CAO be directed to extend the retainer agreement with Aird & Berlis LLP to act as the Integrity Commissioner for a four-year term in accordance with RFP No. 2017-100-01.

THAT By-law 3840-2021, being a By-law to confirm the proceedings of Council of the Corporation of the County of Perth at its regular meeting held October 7, 2021 is read a first, second and third time; and finally passed October 7, 2021.

THAT the Council meeting be adjourned at approximately 11:57 a.m.
