THAT the July 8, 2021 Agenda be approved as amended.

THAT Council receives the Consent Agenda items 5.1 to 5.38, and approves the June 17, 2021 Council Minutes.

THAT Perth County Council receives the “Request for Extension of Draft Plan Approval for the Terrier Subdivision, File No. NP 10-01 by 2459825 Ontario Inc.” report for information; and THAT Perth County Council APPROVE a 6-month extension of Draft Plan approval for the Terrier Subdivision, File No. NP 10-01 Pt. Lot 34, Conc. Page 2 of 10 1, Geographic Township of Elma (Victoria Ave. S., Listowel Ward, Municipality of North Perth); and that in doing so the Draft Plan approval for this development will lapse on January 15, 2022.

THAT the Council of the County of Perth receive the report, County Official Plan Amendment (No. 198), Bach Run Farms Ltd., affecting lands described as Part Lot 15, Concession 11, Mornington Ward, Township of Perth East (7614 Perth Road 121); and THAT Council APPROVE the Application for an Official Plan Amendment #198, Bach Run Farms Ltd. affecting lands described as Part Lot 15, Concession 11, Mornington Ward, Township of Perth East (7614 Perth Road 121).

THAT Perth County Council receives the “OPA No. 189 Proposed Official Plan Amendment to Revise Surplus Farm Dwelling Policies.” report for information; and THAT Perth County Council Adopt OPA No. 189 to amend the Perth County Official Plan.

THAT Perth County Council receives the “Invasive Phragmites in Perth County” report for information.

THAT Perth County Council receives the “Joint Accessibility Plan: Annual Status Update 2020” report for information; and THAT Perth County Council approves the Joint Accessibility Plan: Annual Status Update 2020; and THAT staff be directed to post the Joint Accessibility Plan: Annual Status Update 2020 on the Perth County website.

THAT Perth County Council receives the “Tender Results-Paramedic Services Headquarters Office Renovations” report for information; and Page 4 of 10 THAT Council award the contract for the Stratford Paramedic Services Headquarters Renovations to Aveiro Constructors Ltd. in the amount of $108,900 +HST; and THAT Council approve By-Law No. 3830-2021 being a By-law to Authorize the entering into and execution of an Agreement between the Corporation of the County of Perth and Aveiro Constructors Ltd.

THAT Perth County Council receives the “Bridge Structure 131141 Rehabilitation-Perth Road 131” report for information; and THAT Perth County Council retain Engineered Concrete Ltd. to complete the rehabilitation of Structure 131141 for their proposed price of $185,393.00 +HST; and THAT Perth County Council approve By-Law No.3829-2021 being a By- law to Authorize the entering into and execution of an Agreement between the Corporation of the County of Perth and Engineered Concrete Limited.

THAT Perth County Council receives the “Designated School Areas in 80km/hr Speed Zones” report for information; and THAT Perth County Council authorize the installation of School Zone Maximum Speed when Flashing signage at all school zones adjacent to Perth County Roads which have a current posted speed of 80km/hr; and THAT Perth County Council authorize a transfer from the Capital Roads Reserve to fund the installation of School Zone Maximum Speed when Flashing signage in 2021.

THAT Perth County Council receives the “Policy for the Use of Transverse Rumble Strips in Rural Areas” report for information; and THAT Perth County Council approve Policy No. VII PW-1.03 regarding the use and design of Transverse Rumble Strips;

THAT Perth County Council receives the “Enabling Accessibility Fund – Mid-Sized Projects” verbal report for information; and THAT Staff take the necessary action to participate in the Enabling Accessibility Fund-Mid-Sized Projects funding stream; and THAT Perth County Council direct staff to cancel the tender for the Courthouse Elevator project.

THAT By-law 3827-2021 be read a first, second and third time; and finally passed this 8th day of July, 2021.

THAT Perth County Council table the matter.

THAT Perth Council refer the matter to staff to report on the effectiveness of Perth County Planning Meetings.

THAT Perth County Council move into Closed Session at approximately 10:58 a.m. in accordance with Section 239 of the Municipal Act S.O. 2001, c. 25 (as amended) to consider: • 2 matters pertaining to labour relations or employee negotiations (Paramedic Services and CAO Department) • A matter pertaining to an identifiable individual (Committee Appointment) Page 8 of 10 • A matter pertaining to an identifiable individual (Percon Developments Inc.)

THAT Perth County Council take from the table Item 5.8 Perth East - Perth County Council - Percon Developments Inc MZO Request.

THAT Perth County Council DEFER the matter to have Planning report back to Council regarding on this matter for August 5, 2021 County Council meeting.

THAT By-law 3831-2021, being a By-law to confirm the proceedings of Council of the Corporation of the County of Perth at its regular meeting held July 8, 2021 is read a first, second and third time; and finally passed July 8, 2021.

THAT the Council meeting be adjourned at approximately 12:16 p.m.
