THAT the October 1, 2020 Agenda be approved.

THAT Staff be directed to contact MP John Nater and/or Grain Farmers to attend a future Council meeting to discuss the Clean Fuel Standard program.

THAT Staff be directed to correspond with the Provincial and Federal government representatives John Nater, MP and Randy Pettapiece, MPP requesting them to deem the flying of the confederate flag a hate crime.

THAT Council receives the Consent Agenda items 5.1 to 5.14 and approves the September 3, 2020 Council Minutes.

THAT Regular Council reconvene at approximately 10:20 a.m.

THAT Perth County Council receives the “Community Emergency Management Coordinator - Activity Update” report for information.

THAT County Council receive the “Application for County Official Plan Amendment by Monteith Ritsma Phillips Professional Corporation on behalf of Johannes Bloemen and Hendrika Bloemen-Hulst (OPA 187)” for information; and THAT the respective By-law be presented for approval; and THAT County Council APPROVE the Application for Official Plan Amendment by Monteith Ritsma Phillips Professional Corporation on behalf of Johannes Bloemen and Hendrika Bloemen-Hulst (OPA 187) for property described as Part of Lot 25, East Mitchell Road Concession, being Part 1 on 44R-504, Blanshard Ward, Township of Perth South.

THAT Perth County Council receives the “2021 County Council Meeting Schedule” report for information. THAT Council approves the 2021 Council meeting schedule as amended to reflect the proposed July 2nd meeting moved to July 8th.

THAT Perth County Council receives the “August 2020 Tree Inspector's Report” report for information.

THAT Perth County Council receives the “Gowanstown Speed Limit- Perth Line 88” report for information; and THAT Council approves the 60 km/hr speed zone on Perth Line 88 in the village of Gowanstown; and Further THAT, Schedule B of By-Law 2674 is amended to include the 320 meter long speed zone, on Perth Line 88, in Gowanstown.

THAT Perth County Council receives the “Whalen Line Update” report for information; and THAT Perth County Council direct staff to bring back resolutions and associated boundary agreements to upload a section of the Whalen Line from Whalen Corners to Perth Road 151 from the Township of Perth South; and THAT Council direct staff to include, in the 2021 Public Works business plan, the review, resolutions and associated agreements to exchange assets between Perth South and the County being the remainder of the Whalen Line and Perth Road 151.

THAT Perth County Council receives the “Perth County Connect- September Update” report for information.

THAT the County operate its two transportation routes on alternating days during the soft launch period (Monday/Wednesday/Friday and Tuesday/Thursday/Saturday).

THAT By-law 3772-2020 be read a first, second and third time; and finally passed this 1st day of October, 2020.

THAT Perth County Council move into Closed Session at approximately 12:03 p.m. in accordance with Section 239 of the Municipal Act S.O. 2001, c. 25 (as amended) to consider: • Community Transportation Project (Matter regarding negotiations)

THAT Council authorize the Warden and Clerk to execute the agreement as amended with Voyago and the Local Partnership Agreement.

THAT By-law 3773-2020, being a By-law to confirm the proceedings of Council of the Corporation of the County of Perth at its regular meeting held October 1, 2020 is read a first, second and third time; and finally passed October 1, 2020.

THAT the Council meeting be adjourned at approximately 12:23 p.m.
